RECOGNITION OF POST-2015 DEVELOPMENT AGENDA ON GENDER

EQUALITY

 

The Thirty-Six General Assembly of AIPA:

Recognizing that the Post-2015 agenda through the Sustainable Development Goals (SDGs) is important in order to achieve gender equality towards a PeopleOriented, People-Centered ASEAN Community;
Recalling the importance of gender equality agenda as stated in the 1979 Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), the 1988 Declaration of the Advancement of Women in the ASEAN Region, the 1993 United Nations Declaration on the Elimination of Violence Against Women (DEVAW), the 1995 Beijing Declaration and Platform for Action, the 2000 Millennium Development Goals (MDGs), the 2005 Work Plan to Operationalize the Convention on the Elimination of all Forms of Discrimination Against Women in ASEAN, the 2008 ASEAN Charter, the 2012 ASEAN Human Rights Declaration, and the 2013 Declaration on the Elimination of Violence against Women and Elimination of Violence against Children in ASEAN;
Recalling the importance of the AIPA Resolution No. 35GA/2014/WAIPA/01 on Strengthening Efforts in the Prevention of All Forms of Discrimination and Violence against Women and Children in ASEAN, AIPA Resolution No. 34GA/2013/Social/03 on the Role of AIPA in Advancing the Post-2015 Development Agenda, and AIPA Resolution No. 33GA/2012/WAIPA/01 on Supporting ASEAN Member States in Strengthening Their Collaboration in Implementing the MDGs Roadmap to Narrow the Development Gap within and among ASEAN Member States;
Reminding the AIPA Resolution No. 35GA/2014/WAIPA/02 on Strengthening Women ParliamentariansRoles in ASEAN Community Building;
Reaffirming the commitment of AIPA to join the global efforts of Sustainable Development whilst referring to the Sustainable Development Goals (SDGs) agreed during the UN Conference on Sustainable Development held in Rio de Janeiro in June 2012 (Rio+20);
Being aware that ASEAN and AIPA Member Parliaments have faced many challenges to achieve the overall target of the Millennium Development Goals (MDGs) especially on gender equality development agenda and that inequality still exists within and among ASEAN Member States;
Noting the importance of gender equality agenda as a cross-cutting target in all the seventeen (17) Sustainable Development Goals (SDGs);
Recognizing that the goal of gender equality should be central to all Three Pillars of the ASEAN Community the ASEAN Political-Security Community, the ASEAN Economic Community, and the ASEAN Social-Cultural Community;
Noting further that women in ASEAN still lag behind in economic empowerment and face challenges due to poverty, social and political exclusion;
Hereby resolves to:
Encourage AIPA Member Parliaments and ASEAN Member States to study a common stand pertaining to ASEAN gender equality in SDGs;
Call upon enhanced coordination and consultation among ASEAN Intergovernmental Commission on Human Rights (AICHR), the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC), ASEAN Committee on the Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW), and other relevant sectoral bodies on issues related to women’s rights and gender equality;
Implore AIPA Member Parliaments and ASEAN Member States to strategize a common plan of action to ensure the implementation of SDGs to strengthen gender equality in ASEAN;
Urge Women AIPA Member Parliaments’ participation in the Commission on Status of Women (CSW) in order to enhance ASEAN’s image as gender sensitive and gender responsive parliaments in the region. Adopted on the day of eleventh September of Two Thousand and Fifteen at the 36thGeneral Assembly of AIPA, Kuala Lumpur, Malaysia.
